Mr Samer Elsherbiny
NCI Clinical Advisor for Ophthalmology
Mr Samer Elsherbiny is a Substantive Consultant Ophthalmologist & Ophthalmic Surgeon at South Warwickshire University where he serves as Clinical Director.
Mr Elsherbiny is NCI’s Clinical Advisor for Ophthalmology Services and an award-winning Consultant Ophthalmologist with over two decades of senior clinical and academic experience across medical retina, cataract surgery, and ophthalmic service transformation.
Mr Elsherbiny brings national leadership and deep clinical governance insight to all NCI ophthalmology projects. His role ensures that insourced ophthalmic services across outpatient, surgical, and diagnostic pathways meet the highest standards of patient safety, clinical effectiveness, and operational efficiency.
Mr Elsherbiny has held numerous leadership roles, including Medical Retina Service Lead, Associate Clinical Professor at Warwick Medical School, Royal College of Ophthalmologists Examiner and Surgical Skills Instructor, and was formerly Clinical Lead at the Birmingham and Midland Eye Centre. His work in service development has earned him multiple Clinical Excellence Awards and national recognition, including the Macular Society’s Best Clinical Service Award.
He has pioneered digital transformation and capacity-building in ophthalmology, including introducing electronic patient records, virtual macula clinics, nurse-led pathways, and hydroxychloroquine retinopathy monitoring clinics. At NCI, he oversees mobilisation and governance for all ophthalmology projects, guiding clinical pathway design and ensuring seamless integration with trust teams.
As a published academic and principal investigator on several national ophthalmology trials, Mr Elsherbiny brings a rigorously evidence-based approach to clinical delivery. He continues to speak and teach widely, both in the UK and internationally, and is committed to delivering equitable, high-quality eye care for patients across all settings
