NCI Clinical Lead for Vascular Surgery
Mr Harpaul (Paul) Flora is a highly experienced Consultant Vascular Surgeon at a leading London teaching hospital, with over 18 years of specialist expertise in vascular, endovascular, and advanced laparoscopic (keyhole) surgery. His clinical practice encompasses the full spectrum of vascular disease, with particular expertise in minimally invasive interventions and complex vascular conditions.
Mr Flora graduated from The London Hospital Medical College, University of London, in 1995. He later completed a master’s degree in surgery with distinction, before undertaking advanced specialist training across several of London’s major vascular centres.
Further enhancing his expertise in minimally invasive surgery, he completed an advanced laparoscopic fellowship in Hong Kong, sponsored by Ethicon and The Circulation Foundation. Following this international fellowship, he was appointed Consultant Vascular Surgeon at Barts Health NHS Trust (St Bartholomew’s and The Royal London Hospitals) in 2007.
Mr Flora maintains an active role in clinical leadership, research, and medical education. He has published extensively in vascular and general surgery literature, with his work presented at national and international conferences. He remains deeply involved in undergraduate and postgraduate surgical education, contributing to the development of the next generation of surgeons.
In addition to his clinical practice, Mr Flora holds several senior leadership roles within the NHS. He serves as the Director of the Abdominal Aortic Aneurysm (AAA) Screening Programme for North East London and is the Clinical Network Director for Vascular Surgery at Barts Health NHS Trust, one of the largest vascular networks in the UK.
Mr Flora’s expertise has also been recognised in the media, with appearances on BBC News, national radio programmes, and features in the Mail on Sunday.
Mr Flora also serves as the Clinical Lead for Vascular Surgery at National Clinical Insourcing (NCI). In this role, he provides senior clinical oversight across NCI’s vascular insourcing programmes, supporting NHS partners to deliver high-quality, safe, and efficient elective care. Under his leadership, multiple vascular initiatives have been successfully mobilised and delivered through insourcing, consistently achieving excellent clinical outcomes, strong patient feedback, and robust governance standards.
